London, central nr. Oxford Street, young black stray cat

Hi. A young black cat, small or not fully grown, is roaming the neighbourhood just south of Oxford Street 'west' (over the road from Selfridges). He has a small white patch at the front of his neck, othewise all black. He scavenges in the street bins, and in the paladin waste bins to the residential blocks of flats. He does not let people near him, and is careful not to be caught in a cat carrier baited with dinner. He is able to catch pigeons. An experienced stray, by the look of it. If so, the lockdown will have driven him more out into the residential courtyards (no restaurants open, no fast-food waste...).
If you have LOST this cat, please contact for location of his haunts so you can retrieve him.
If you OWN this cat and he is NOT LOST, just roaming, please keep him indoors. He sings and sings, day and night, while scavening in residents' bins, while in the courtyards, and while on the windowsills of the very uninterested female cats. Residents are desperate for a good night's sleep.
If you know of any cat organisation that takes in 'healthy' street cats, or that spays them, please do let us know!
