Rehome or not to rehome

I can’t decide what to do. So much has changed since I first got Felix. I’ve had to move homes once already and he changed a lot behaviour/personality wise. I’ve tried quite a few things to help but he’s still different. That’s fine. Except now I’ll be moving into my boyfriends parents place for a while (at least a year) to save money which means Felix would have to move. Again, not the end of the world. However they run a dog kennel/boarding so there are dogs everywhere. I can keep him in the basement but my fear is the stress of hearing so many dogs upstairs constantly and the change in home will be worse for him than rehoming. The other issue is if he gets upstairs or a dog gets downstairs they could have an issue. He also could escape out the dog door which is ok with me if he knew what to do. But he’s been an indoor cat and wouldn’t know the area. I don’t want to give him up but I want what’s best for him. Any advice? He’s 3 btw.
