Neighbours moved and left their cat

Hi all, Sorry for the initial post, we're not sure what to do. Our neighbours have moved to France and "forgot" to take their cat - I'm really angry, I don't get how people can just do that. I would have taken it in, but we have a cat already that's a few years old and the two don't get on...
