Help! Neighbours crying cat.

Hey there,
Please be nice, this is my first post.
I live in a block of small apartments and my upstairs neighbour got a cat around four months ago. The cat cries constantly, not just what I would class as normal meows but some quite distressing noises, as if it’s begging for help/ attention. The cat does this when its owners are in too.
The noise of the cat itself does not bother me so much as I can turn up tv etc, but I if I feel concerned for its welfare? I find it hard to listen to, because the cat seems so upset for most hours of the day and night.
I am an animal lover, but have never been a cat owner and don’t really know much about them, so thought I should ask for advice here first. I have tried knocking when I know they are in, but they don’t answer. Probably because they think I’m going to complain about the noise.
My friends (who have heard the crying) think I should write a note, suggesting they get plug ins, but I really do not want to seem like I am a nosy neighbour, telling them how to look after their pet. I have never seen the cat, so I can not comment on the appearance etc.
Any advice given is much appreciated, as this post really does come from a kind place. They did have a dog staying with them for a few weeks, which was also barking constantly. It was also being locked on a relatively small balcony. When the dog disappeared, the cat appeared.
